Gas Cost Recovery Factor Update

In August 2016, the Gas Cost Recovery (GCR) rate changed from $0.344 per hundred cubic feet (Ccf) to $0.351 per Ccf. This change was implemented on a bills rendered basis beginning the first billing cycle in August 2016.
We evaluate the GCR factor every month to reflect the cost we expect to pay our suppliers. Once actual gas supply costs are booked, any cost adjustments over or under are made to the GCR factor — an ongoing "true-up" process resulting in no profit to us. By law, the GCR factor is passed on to customers without any profit or markup. Customers pay what we pay for natural gas. The Michigan Public Service Commission reviews and approves the price we charge for gas.

UPDATED: VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY July 23, 2020)

The scheduled outage is nearing completion with an in-service date of August 7, 2020. View this PDF for projected curtailments for the remainder of the project.

Updated: Planned System Maintenance (July 9, 2020)

The restrictions on the ANR Willow Run Segment and the Panhandle Segment have been extended as follows:

  • ANR Willow Run (receipt points 9038 and 9307) will be restricted to 480,000 DTHS through Tuesday, July 14, 2020.
  • Panhandle (receipt points 9028 and 9303) will be restricted to 116,000 DTHS on Tuesday, July 14, 2020 only. At this volume it is likely that using map 9028/9303 as MichCon Generic receipts will be cut.
Beginning Gas Day Monday, July 6, 2020 Timely Cycle, volumes moving through the ANR Willow Run Segment (receipt points 9038 and 9307) and the Panhandle Segment (receipt points 9028 and 9303) will be constrained due to planned transmission system maintenance.
  • ANR Willow Run (receipt points 9038 and 9307) will be restricted to 480,000 DTHS from Monday, July 6, 2020 until Friday, July 10, 2020.
  • Panhandle (receipt points 9028 and 9303) will be restricted to 116,000 DTHS on Monday, July 6, 2020.
Please avoid using these receipt points unless you have a firm contract specifically listing these receipts to avoid curtailment.

The below notice was issued to all EUT Suppliers on the DTE gas system.

Voluntary request for reduction in flowing supply (nominations)

The DTE gas system is currently experiencing Critical Conditions Operations (CCO). This request for voluntary decrease in gas deliveries is a step prior to implementation of an operational flow order (per section c3.2 of the DTE gas rate book). DTE gas system operating conditions are such that DTE gas is requesting its end-use transportation customers, either at the supplier pool nomination, or at the individual customer nomination, to voluntarily deliver no more than 30% of their MDQ effective for the period Saturday, June 13, 2020 (gas day 13) through Monday, June 15, 2020 (gas day 15). Failure to do so may result in an issuance of an Operational Flow Order (OFO).

DTE Gas has completed the annual review of our EUT Customers' Annual Contract Quantity (ACQ) and Maximum Daily Quantity (MDQ). The new ACQs and MDQs are now available in eNominator and will be effective August 1, 2020. Please contact your assigned account manager, if you have any questions regarding the new ACQs and MDQs.

The new ACQs and MDQs will not be posted! To obtain the new ACQs and MDQs, Select the Report Type ‘CAW Contracts’ in eNominator and then select the report titled ‘EUT Location MDQ Summary (RPT_K61). If you need assistance accessing this report, please contact DTE Gas Nominations at 833.383.6667.

The 2020 September, October and November MDQs will be forth coming.

UPDATED: VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY STARTING (May 20, 2020)

Due to the COVID-19 Stay Home, Stay Safe executive order, this project will be extended. Currently, maintenance is expected to go through July, with normal operations expected to be restored by July 31, 2020.

IT STORAGE INJECTION RESTRICTION (May 15, 2020)

Due to system operation limitations, beginning Gas Day 15, Timely Cycle, DTE Gas is restricting interruptible storage injections and interruptible balancing injections to 0 and will not be authorizing overruns until further notice. DTE Gas will notify customers as soon as the restriction can be lifted.

The DTE Gas system is currently experiencing Critical Conditions Operations (CCO). EUT LOAD BALANCING STORAGE TRANSFERS – JUNE 2020 (May 15, 2020)

The deadline for EUT Load Balancing Storage Transfer Requests has been extended. EUT load balancing storage transfer requests for June 2020 business will be accepted until 5 p.m. on May 20, 2020.

NOTICE OF POTENTIAL SYSTEM LIMITATIONS (May 8, 2020)

Due to high storage balances and expected high receipts on the system, cuts may be necessary. This activity may have the potential to affect IT storage, EUT's, and secondary receipts/deliveries. This is effective Gas Day May 9, 2020 Timely Cycle and will continue until further notice. Actual capacity will vary depending upon pipeline operations, weather and market conditions.

FOR GAS SUPPLIERS THAT SERVICE EUT CUSTOMERS ONLY (April 9, 2020)
WAIVER OF APRIL 2020 EUT EXCESS STORAGE CHARGES FOR APRIL 2020 MONTH-END BALANCES ONLY.

DTE Gas is aware that due to the COVID-19 concerns, many customer facilities are closed, and customer personnel may not be available to provide gas suppliers and energy managers intra-month meter reads. For this reason, DTE Gas will waive the Load Balancing Storage Charges for April 2020. EUT customers remain responsible to balance gas supplies by month-end April 2020 to ensure customers do not take DTE Gas system supply (Unauthorized Gas Usage).

Reminder: Due to pipeline maintenance, the voluntary request for reduction in flowing supply remains in effect starting April 6, 2020. Volumes moving through the Willow segment north of the following receipt locations will be constrained: ANR-WILLOW RUN (MAP #9038), PEPL-MCON (MAP #9028) AND NEXUS-YPSILANTI (MAP #9219). Actual capacity will vary depending upon pipeline operations, weather and market conditions. This is a request for a voluntary decrease in gas supply through the Willow segment. If volumes nominated exceed system capability during this time, cuts may be made per Sections 3.2 of the DTE Gas Rate Book.

As more information becomes available regarding the timing, DTE will post updates as appropriate.

 
VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY STARTING 4/1/2020 (March 16, 2020)

Due to pipeline maintenance beginning April 1, 2020, volumes moving through the Willow segment north of the following receipt locations will be constrained: ANR-WILLOW RUN (MAP #9038), PEPL-MCON (MAP #9028) AND NEXUS-YPSILANTI (MAP #9219). Please Read – DTE Planned Maintenance For November 2015 (October 20, 2015)
NOVEMBER 1-15: DTE Gas will be performing compressor maintenance at the Willow Run Compressor Station which will limit takeaway capacity at the Panhandle Interconnect: PEPL/MCON Receipt (#9028) to approximately 150 MMCF/D.
  1. Nominations will only be accepted for suppliers:
    1. Who have firm primary receipts on DTE Gas at PEPL/MCON and
    2. Who serve residential load
    3. Nominations that exceed the takeaway capacity at the Panhandle Interconnect PEPL/MCON Receipt (#9028) will be cut on a pro-rata basis.
  2. DTE Gas will not accept any MichCon generic nominations or EUT supply nominations at PEPL/MCON for the entire length of the outage.
  3. DTE Gas will not accept any late or intraday nomination changes at PEPL/MCON throughout the duration of the outage (11/1-11/15).
  4. DTE Gas will provide additional updates as information becomes available.

EUT LOAD BALANCING STORAGE TRANSFERS - AUGUST, 2020 (July 27, 2020)
The deadline for submitting EUT Storage Transfer Requests for August 2020 has been extended to July 30th, 2020. The EUT Storage Transfer Confirmation form must be submitted to DTE Gas Nominations by 5pm that day to be effective for August 2020. This action is meant to provide EUT suppliers with increased flexibility to help remedy customer Excess Storage level issues. As a reminder, per the Rate Book, DTE Gas can restrict EUT customer nominations to zero for those accounts in an Excess Storage situation.

Post-Notification to Broker: Sep/Oct/Nov MDQ Review (July 17, 2020)
If you do not serve End User Transportation (EUT) customers, please disregard this note.

The September, October and November 2020 Maximum Daily Quantity (MDQ) values have been determined and are available in eNominator. First-year contract customers are excluded from this process. The September, October and November MDQs will not be posted! To obtain the MDQs, please run the eNominator report titled ‘EUT Location MDQ Summary’ (RPT_K61). This report can be found under Report Type ‘CAW Contracts’. Please contact DTE Gas Nominations at 833.383.6667, if you need assistance accessing the report.

DTE Gas will only allow increases to the September, October and November MDQ values if the customer provides documentation to their DTE Gas Account Manager that the EUT monthly usage is greater than the September, October and November MDQ values.

Please note that per the DTE Gas tariff, monthly injections into storage during September, October and November greater than 1.43% of a customer's ACQ will be subject to an Excess Storage charge of $0.25 per MMBtu. The tariff also provides for DTE Gas to retain Gas-in-Kind (GIK) on volumes nominated to EUT accounts, in addition to any excess gas in a customer's storage account as listed below:

  • For rate schedules ST, LT and XLT, GIK is 1.41% and excess gas in storage is any volume greater than 10% of ACQ.
  • For rate schedule XXLT, GIK is 1.00% and excess gas in storage is any volume greater than 5% of ACQ.
